It depends on the pressure inside the tank. In most oxygen tanks, I bet the tank would fail (rupture) before you could put enough pressure in it to where the release of the oxygen would propel you. If you think about it, the O2 would have to be coming out with enough pressure to overcome your kinetic resistance (your weight). In psi, even if you would be able to break a hole with a surface area of 1/2 inch, it would require [twice your body weight] lbs/in^2. That's not even accounting for the resistance of the water, which is very significant.

Perhaps if you could ignite the 02 without it exploding (you can't, don't try it) the heat would cause a pressure spike only at the failure point. But that's theoretical (impossible).

possibly but not for very long considering how much pressure it takes and if the tank was bigger
